As part of the 4Cities4Peace project and the celebrations marking the 70th anniversary of the Council for International Programs (CIP), a Russian delegation visited the Arctic Campaign Memorial — a tribute to the Arctic convoys of the Second World War — located on the shore of Casco Bay in Portland, Maine, USA. The monument was unveiled in 2006. It honours those who took part in the Arctic convoys and serves as a poignant reminder of the immense human cost of the shared victory.
From the Shipyard to the Icy Routes The memorial stands at the very spot from which Liberty‑class transport ships, built at the South Portland shipyard, set sail during the war years. These vessels were the workhorses of the Allied supply effort: sturdy and quickly constructed, they formed a vital artery linking the United States and the Soviet Union across the North Atlantic and the Barents Sea. The convoys’ route was perilous beyond measure. Ice storms, the polar night, and relentless attacks by submarines and aircraft made every journey a trial. It was along these deadly routes that Lend‑Lease supplies travelled, helping the Soviet Union endure under the most gruelling conditions. The cost was enormous: more than 3,000 people lost their lives while serving in the Northern Convoys. The Portland memorial is not only a tribute to American sailors and shipyard workers but also a recognition of the transatlantic solidarity that, in those war years, knew no borders.
The Inscription on the Memorial: Meaning and Translation The memorial bears a concise yet powerful inscription in English. Its translation into Russian reads: “In memory of the three thousand men and women who gave their lives in the Arctic Campaign 1941–1945 on convoys to and from Russia.” This wording underscores not only the military dimension of the effort but also the immense labour feat behind it. For every ship that sailed, there were thousands of workers, engineers, and designers whose contributions were no less vital than the battles fought at sea.
Arkhangelsk and Portland: Sister‑City Ties as a Continuation of Memory The connection between Russia and this corner of Maine extends beyond wartime history. On 18 November 1988, a treaty of friendship and cooperation was signed between Arkhangelsk and Greater Portland. Over more than 30 years of sister‑city relations, the two cities have hosted dozens of joint activities: sports exchanges, educational projects, exhibitions by photo artists, training visits by representatives of local community self‑governance bodies, and many other initiatives. These projects are not merely formal meetings. They weave a living fabric of human connections that carry forward the tradition of mutual aid and understanding. It is especially symbolic that the partnership emerged between a city whose shipyard built vessels for the convoys and a port city in the Russian North that received those supplies and itself formed part of the Arctic front during the war.
Memory as a Bridge The Arctic Campaign Memorial is more than just a monument. It is a point where histories intersect: the American shipyard, the Soviet ports, the transatlantic routes, and countless individual destinies. It reminds us that, in the darkest of times, nations with different political systems were able to unite for a common goal.
The sister‑city relationship between Arkhangelsk and Portland continues this legacy. It proves that the memory of shared trials and victories can form a solid foundation for peaceful cooperation even today. As long as this memorial stands by Casco Bay, the story of the Northern Convoys will remain not just a page in history books but a living lesson in solidarity.
