On July 31, 2026, Cleveland (Ohio) hosted the official celebration of the 70th anniversary of the Council of International Programs USA (CIP).
Founded in 1956, the organization has remained one of the key institutions of “people’s diplomacy” at the municipal level in the United States for decades. Over the years, CIP has brought together specialists from more than 147 countries and evolved into a robust network of 31 alumni chapters worldwide. In the past year alone, the organization hosted 383 foreign professionals in the USA for experience exchanges in social work, education, public administration, and combating human trafficking.
The anniversary week kicked off on July 26–28 with meetings of the Executive Committee of the International Council for Fellowship (CIF). On July 29, Cleveland hosted a meeting of the organization’s Board of Directors, which brought together delegates from around the world. The highlight was the large‑scale gala event on July 31, which gathered program alumni, host American families, and international partners.
In the run‑up to the anniversary, local business media paid special attention to Lisa Purdy, President and CEO of CIP USA. She was honored with the 2026 Progressive Woman Honoree award for her outstanding contribution to people’s diplomacy and for her successful leadership of the organization for over two decades.
The audience showed particular interest in the speech by Kenneth J. Kovach, President of The Kenneth Kovach Company, who warmly introduced the Russian delegation and emphasized the importance of cooperation between Cleveland and Volgograd. He knows Russia well — he has visited the country 19 times.
Anniversary Program: From Panel Discussions to a Gala Evening The anniversary week’s program included panel discussions on the role of municipalities in international cooperation, presentations of successful partnership cases, and meetings between representatives of sister cities. The organizers placed special emphasis on horizontal ties at the local community level — according to CIP experts, these ties prove to be the most resilient to political fluctuations.
The central events were the conference and gala evening on July 31, during which veterans of the organization were honored. Among the honored guests was former CIP Director Dorothy Faller, whose leadership significantly influenced the expansion of professional exchange programs.
CIP also presented a special report summarizing 70 years of work. It analyzes successful practices, provides recommendations for municipalities, and outlines a forecast for the development of city diplomacy over the coming decades.
Symbolic Focus: The Gagarin Monument and “Orbital Diplomacy” An important part of the anniversary agenda was the visit of the Russian delegation to the Yuri Gagarin monument in the Russian Cultural Garden at Rockefeller Park. The bronze bust of the first cosmonaut, created by sculptor Alexei Leonov and unveiled in 2019, is located on the Garden’s Walk of Fame. The composition was intentionally designed so that Gagarin’s face is at eye level with a standing person, creating the effect of direct contact. The monument features a concise inscription in English: the cosmonaut’s full name and a reference to his flight on April 12, 1961. Within the context of the CIP anniversary, the Gagarin monument is seen as a symbol of non‑political dialogue and the shared heritage of humanity. The organizers emphasize that such symbols help remind people that significant achievements belong to the entire world.
Sister‑City Ties of Cleveland: Experience and Prospects One of Cleveland’s longest‑standing partnerships remains its sister‑city relationship with Volgograd, established in 1990. For decades, these ties have been maintained through exchanges in education, culture, and healthcare, demonstrating the resilience of horizontal contacts even during periods of complex international circumstances.
The participation of the Russian delegation in the anniversary events underscores the importance of these ties. During the week, the delegation held meetings with representatives of Ohio municipalities, discussed prospects for resuming active exchanges between sister cities, and shared best practices for maintaining partnerships in the current environment.
CIP organizers emphasize that the most durable and stable connections are formed at the local level.
